Introduction to SATMs

Site Access Traffic Marshals (SATMs) stationed at the site entrance are the primary and critical interface between the site, fleet operations and the public. They ensure only authorised vehicles and people enter the site, while also ensuring vehicles entering and leaving the site do so safely and efficiently. 

Competent SATMs are critical to the implementation of the CLOCS Standard and are recognised by progressive contractors as essential members of the team as they improve site efficiency and productivity. CLOCS SATMs are equipped with specific skills, attitudes, and have the confidence to effectively implement CLOCS at the gate. 

Most sites also have Banksmen who guide vehicles within the site hoardings – these are distinct roles and cannot be done concurrently by the same person though often personnel are rotated between roles 

A robust and consistent approach to site access traffic management will:

  • Reduce road risk, improving the safety for operatives and vulnerable road users
  • Improve efficiencies by ensuring vehicles are turned around quickly but safely
  • Ensure standards are maintained by checking vehicles and drivers meet the requirements as detailed as part of the procurement process
  • Improve retention by investing in traffic marshals to improve their knowledge, skills and attitude

Support and resources available

CLOCS has developed a number of gate check resources including checklists, posters and process documents and guidance to facilitate a consistent and robust approach to site access traffic management.

Additionally, CLOCS delivers SATM training with courses delivered throughout the year. These courses are ‘train the trainer’ events aimed at those selected to deliver SATM training within their organisations, equipping them to deliver this training to the approved standards using CLOCS materials.

SATM delegate register

Those licenced to deliver CLOCS SATM training are required to provide CLOCS with a listing of all those trained and this is collated into the SATM delegate register.

Note that licences expire after 3 years and delegates should contact their training provider is this needs to be extended.
