Raising standards of traffic marshalling

The CLOCS Standard requires Principal Contractors to ensure that they:

  • appoint competent site access traffic marshals who have received formal approved traffic marshal training that has included practical experience, for example CLOCS SATM training.

Competent SATMs are critical to the implementation of the CLOCS Standard and are recognised by progressive contractors as essential members of the team as they improve site efficiency and productivity. CLOCS SATMs are equipped with specific knowledge, skills and attitudes, and have the confidence to effectively implement CLOCS at the gate.

CLOCS encourages all clients and contractors to adopt the CLOCS SATM training, available to all CLOCS members, as it promotes a consistent approach across construction activity and ensures training is regularly reviewed and updated in line with legislation and emerging best practice.

However, we recognise that some organisations may choose to use third-party training providers or develop their own in-house training.

CLOCS has now developed guidance to assist clients and contractors in understanding whether any training they adopt meets the requirements of CLOCS in ensuring delegates have the relevant skills, knowledge and understanding, and have had the practical experience of guiding a live vehicle as part of that training.

I’d implore all construction logistics leaders to train their traffic marshals to the CLOCS SATM standard as an absolute minimum. It is impossible to check whether traffic marshals with unaccredited marshalling or banking certificates have been trained sufficiently and my own research found, to my horror, that many courses available are offered as online training with no practical element, and occasionally delivered in as short a timeframe as half an hour.
