CLOCS Standard Version 5 now available

Following consultation with all CLOCS members, the CLOCS Standard has been updated and Version 5 is now available.

The CLOCS Standard is a set of requirements for all stakeholders to help ensure safer, leaner and greener construction logistics. It demands collaboration between the construction and fleet sectors to address shared issues and draws together best practice to provide an industry standard that can be implemented by all.

The CLOCS Standard is reviewed every 2 years to ensure that it remains fit for purpose but is also progressive, looking to refine standards and raise the bar.

All CLOCS members should review these changes carefully and start the process to implement them within their operations.

Full details of the changes can be found here but the highlights include:

  • We have introduced a new stakeholder group – site operators – to recognise those organisations appointed and/or managed by the principal contractor undertaking duties relevant to the CLOCS Standard. This could simply be the procurement of fleet operators or it may be logistics contractors that undertake a lot of the PC responsibilities within the Standard.
  • The Standard now encourages clients and PCs to require those they appoint to become CLOCS members – these are ‘should’ statements so not required to be CLOCS compliant but we would look to our members to encourage their supply chain to become part of the CLOCS community.
  • Construction Traffic Management Plans have been added as a new requirement for principal contractors. A CTMP is separate and distinct from a CLP and PCs should be developing these on their projects.
  • The fleet operator section now includes a ‘should’ statement encouraging fleet operators to ensure all construction logistics vehicles under 3.5 tonnes gross vehicle weight, including vans and cargo bikes, have appropriate fleet accreditation or management systems in place to ensure that vehicles are safe and that drivers are trained.

The CLOCS Standard sits at the centre of everything we do and drives our work to raise standards and reduce the risk to those who share our roads, whilst also reducing emissions and improving operational efficiencies.

Working with our members and the CLOCS Strategy, Standards and Governance Board, we seek feedback on suggested changes and look at established best practice to see where the bar should be set, what new requirements should be adopted and to ensure the Standard remains progressive, pushing stakeholders to do more to drive safer construction logistics.

Though the new Standard is now published, the CLOCS Strategy, Standards and Governance Board have agreed that these changes come into full effect on 1st March 2025 so compliance from that point onwards will require adherence to these new requirements.

CLOCS will be issuing several updates over the coming weeks to provide further guidance and information around the new requirements. CLOCS will also work with the Considerate Constructors Scheme to update the CLOCS monitoring checklist to reflect the new Standard and these updated documents will be shared in the coming months.
