Safety Forum #32 Construction logistics and the role of CLOCS, FORS and the CLP

29 July 2025

The role of the Principal Contractor is a vital one when looking to mitigate the risks from construction-related vehcile movements associated with individual projects.

With more contractors joining CLOCS every month, it’s important to understand how to adopt and implement CLOCS effectively so that it adds real value to all stakeholders and the communities affected by the works.

In this CLOCS Safety Forum, we were joined by Harvey Thomas, Logistics Operations Director at Mace and John Joe Burke, HSW Business Partner at Mace who shared their perspective as a principal contractor in how CLOCS is adopted and implemented, specifically in relation to:

  • The role CLOCS and FORS have in their logistics strategy, and the importance the Construction Logistics Plan (CLP) plays in Mace’s operations.
  • The preplanning and engagement associated with the development of the project’s logistics strategy.
  • The design of the site’s infrastructure to accommodate the project’s logistical requirements.
  • An overview of the delivery process from development of the delivery management system, the delivery booking process, receipt and management of vehicles on site including checks and approval, vehicle and driver checks on arrival, vehicle management whilst on site, data recorded, data analysis and how any non-compliances are managed.

As more and more planning authorities and clients specify compliance with the CLOCS Standard, this was a fantastic opportunity to hear from Mace, one of the very first contractors to adopt CLOCS, and see what they have done and hear how it has benefited their business.

Looking forward

This forum highlighted the benefits of a proactive approach to construction logistics planning laying out, from the very outset, how construction traffic will be managed to ensure the project can be delivered safely, efficiently and with minimised impact on local road users and the wider community.

And finally…

Our thanks to Harvey and John Joe for giving up their time to share their knowledge and insights on this subject with the CLOCS community, and thanks also those who attended sharing their own thoughts and experiences.
