The Association for Project Safety [APS] believes the CLOCS initiative is helping to cut deaths and serious injuries on Britain’s roads. We have all a part to play in helping raise awareness of the dangers so at-risk road users understand how they can stay safe and construction drivers learn ways to reduce the risks their vehicles can pose.
APS is proud to be a CLOCS Strategic Partner and to help our members design road safety into any project on which they work.
CLOCS Champions
CLOCS Champions are regulators and planning authorities, clients and developers, principal contractors and fleet operators and are committed to working towards the adoption and implementation of the CLOCS Standard across all operations within a reasonable and practical timescale.
They are party to a Memorandum of Understanding that requires them to develop a clear plan to outline their journey to full CLOCS compliance across all operations, and encourage other organisations to adopt the CLOCS Standard.
CLOCS Delivery Partners
CLOCS Delivery Partners are organisations that offer products and services that support CLOCS Champions in their efforts to deliver safer, leaner and greener construction logistics. They are also subject to a Memorandum of Understanding which outlines the collaborative and supportive nature of their place in the CLOCS community.
They will demonstrate that they support the aims and objectives of CLOCS to reduce collisions, improve safety standards, create efficiencies or reduce emissions by providing articles and case studies for use on the website and in marketing materials. They will promote CLOCS and its aims to their customers and look to encourage their customers to register with CLOCS and to abide by the CLOCS Standard.
Joining the CLOCS community
If you are ready to join the CLOCS community, your first step is to register to become a CLOCS Member.
All Members are party to a Memorandum of Understanding which should be reviewed to understand the commitment and engagement expected.
As a CLOCS Champion, Waltham Forest have found the support, training and advice from CLOCS to be invaluable in the implementation of a CLP process, leading to regular monitoring and enforcement of live construction sites. This important work has taken a bid leap forward with the help of CLOCS and Partners.

Maintaining your membership
CLOCS is the national standard for construction road safety and It is therefore vital that any organisation looking to join the CLOCS community demonstrates that they support the aims and objectives of CLOCS to reduce collisions, improve safety standards, create efficiencies and reduce emissions, and must operate in a way that is consistent with the CLOCS aims and objectives and not present a reputational risk to CLOCS or members of the CLOCS community.
Any organisation conducting themselves in a manner inconsistent with the aims and objectives and/or likely to create reputational risk to CLOCS and other members of the CLOCS community may have their membership revoked.
Any misuse or misrepresentation of the CLOCS branding or logo may be reported by any party to CLOCS, who will investigate such claims and take appropriate action which may include a request to remedy the misuse or misrepresentation within a defined timescale and potentially the removal of CLOCS Member status.
Membership may also be removed if a CLOCS Member fails to respond to repeated requests for information or submit an up-to-date annual performance review when requested.
