Have you seen the new CLOCS Standard?

30 October 2018

Just in case you missed our ‘special edition bulletin, the new CLOCS Standard version 3 has been published, operational from January 2019.

Here’s an example of how the new CLOCS Standard promotes the positive influence project stakeholders can have on each other and the potential benefits of increasing the flow of information between them.

Information

You need information in order to address issues quickly and effectively. The new CLOCS Standard explicitly requires the reporting of collision date up through the supply chain to ensure that action plans can be put in place to prevent recurrence and importantly give oversight so that trends can be identified and strategically addressed. These requirements include:

Fleet Operators (FORS Standard O3).  Road traffic collision data across the fleet operation shall be monitored, recorded and, where contractually required, reported to the client.

Principal contractors shall review information on all collisions resulting in harm (and near miss incidents) that occur on journeys associated with the project and ensure they are quickly investigated and actions taken to prevent recurrence.

Clients shall ensure all collisions resulting in harm (and near miss incidents) that occur on journeys associated with the project are quickly investigated and actions taken to prevent recurrence.

Other key features include:

  • Complete redesign to help stakeholders easily understand their own duties under the Standard
  • An executive summary to give a complete but succinct overview
  • Simple lists of actions required
  • Duties placed on regulators, particularly planning and highways authorities for the first time
