Keltbray is a UK leading specialist engineering contractor, which offers engineering, construction, demolition, decommissioning, remediation, environmental services and reinforced concrete frame solutions. A key player in developing and maintaining the built environment and major civil engineering works, operating in a highly regulated climate industry and transforming sites across the UK.

Keltbray are committed to ensuring we follow the collaborative and ever evolving developments associated to the safety and safeguarding within Construction Logistics and Community Safety (CLOCS).

We remain as a long-standing supporter of CLOCS, continuing to develop our in-house management procedures to align with the developments of the CLOCS industry standards.

Our commitment is demonstrated in the development of our company wide procedures and enhanced focus on project related operations. Both of which play a key role in ensuring we as a company outline our responsibilities and mitigation measures focusing on health safety beyond the hoardings. Driving our mitigation measures on work related road risk (WRRR) and vulnerable road users (VRUs).

Company Wide Implementation

Keltbray’s team of experienced and multi-disciplined professionals continue to develop and enhance the way in which the company operates by following the latest standards and redefining the way sustainable development is delivered.

A prime example of this is outlined through our new and enhanced Traffic Management Plan (TMP) Procedure. Recognising that through our activities we will inevitably have an ongoing interface and need to communicate with numerous third parties, inclusive of members of the public, our clients, the environmental agency and local authorities. This establishes Keltbray standards for how we carry out our works and liaise with stakeholders.

Keltbray hosts monthly operational leadership forum sessions to engage with our management and supervisors, with the aim to deliver a safe working approach to each and every activity that we undertake. Our May 2024 session focused on the implementation and development of our enhanced Traffic Management Procedures. Detailing the revised Driver’s Information Cards for all projects which provides a project specific description on the risk assessed traffic routes to and from sites, as per the agreed construction logistics plans, in line with communications with local councils and authorities.

Our internal Big Six Campaign focuses on 6 key areas that were identified after analysing activities, incidents, accidents and trends that pose the biggest risks to people, assets or reputation. One of which is Driving, focusing on promoting safe driving practices and ensuring the wellbeing of both employees and vulnerable road users, ultimately reducing work related road risk.

The internal campaign was kickstarted by conducting driver surveys to gain valuable insights into our employees driving habits, experiences and concerns. Identifying areas where additional support and training may be required. In addition to the survey, we implemented an increase in driving focused inspections. Involving regular checks of company vehicles to ensure they are in optimal condition, with particular attention to essential safety features such as brakes, tyres, and lights. By maintaining our fleet to the highest standards, we aim to minimize the risk of accidents caused by vehicle malfunctions.

The implementation of our monthly driver’s scheme provides a monetary incentive to our most efficient drivers, highlighting the importance of road safety and the benefit to save driving.

Keltbray’s long standing commitment to the development of our fleet was demonstrated through the recent investment of over £3million in new vehicles within the haulage department. In compliance with the new Transport for London’s Direct Vision Standard, we have added all the original VRUs add-ons such as audible left turn speakers, side under-runprotection and external warning signage plust he new AI generated blind spot information system (BOIS) and the moving off information system (MOIS), assisting our drivers in detecting vulnerable road users within a vehicle`s blind spots.

Alongside the promotion of our internal procedures Keltbray communciations and project operational teams have now developed our inhouse health, safety and wellbeing visual standards. This content was developed to provide visual clarification and examples of practical operations, with a key focus on Driving, and how best to prioritise safety when behind the wheel. The enhanced standards help illustrate key considerations that must be adopted by our drivers, from pre driving checks to awareness of the highway code. They highlight the need for regular breaks and enhances measures when operating in high-risk areas, such as schools, colleges or areas of a large footfall.

Project Specific Management

From the tender to completion, we ensure all project appointed staff are trained and competent to carry out their work to the highest standards, with a clear focus on the development of our traffic and construction management plans. This includes early liaison within local councils and planning departments to determine approved and assessed traffic routes, minimising work-related road risk and developing clear construction logistics plans for each project.

This is further enforced on each scheme through our internal traffic management procedure (TMP), that has been developed in line with the CLOCS Standards.

Our internal HSQE teams undertake biweekly inspections (minimum) and audits with a key focus point on each project’s TMP and logistics processes. This covers checks on the following items:

  • Traffic Management Plan procedures
  • Traffic Marshal training and competency
  • Communications to our supply chain mangers, suppliers and drivers
  • Conditions and maintenance of site access/egress, gates and traffic routes
  • CLOCS vehicle compliance / non-compliance gate check sheets
  • Continued training and toolbox talks for all operatives

Alongside our internal checks we arrange for 6 monthly CLOCS Audits on projects in line with our client requests, ensuring due diligence is maintained across our schemes. Working alongside CLOCS auditors’ we assess the effectiveness of each individual project ensuring our procedures are upheld and we continue to maintain our stand out in the industry as a certified CLOCS Champion.

Through the collaborative works of both CLOCS and our industry professionals the potential impact of our projects on the community can be properly assessed, enabling mitigation measures to be put in place to ensure our employees and the public go home safe and without the risk of harm to health.
