Costain: Managing road risk

In 2015 we established an internal Transport Steering Committee to act as the governing body for the management of road risk in our organisation. The team is made up of senior leaders of our business from safety, health and environment, human resources and fleet management. They use a blend of narrative and leading indicators to plan, check, monitor and improve our performance across the business.

We launched our revitalised management of road risk system for all of our people in 2016. We used an e-learning module, with an online exam on our road safety policies and procedures, a reinvigorated risk assessment for all staff, a road risk reduction plan for our line managers to complete with all our people and further behavioural e-learning training modules where needed. We also introduced a driver mandate for driver licensing checking on a periodic basis. Our incident reporting system has been expanded to provide improved data and an improved investigation practice has been introduced for significant incidents. 

Previously we introduced the FORS Bronze standard and an additional handbrake alarm as a minimum requirement for large goods vehicles visiting Costain projects within the M25. However, as part of our commitment to improving the management of work related road risk and ensuring that all contracts work to the same standards, all new Costain contracts that commence after 1st January 2018 will be required to assess the risk to vulnerable road users from vehicles attending site and implement a site-specific transport logistics plan. Part of the requirements of this plan will be to determine and advise suppliers of the minimum FORS standard required for vehicles visiting our contract. In all cases the minimum standard accepted from our suppliers will be a FORS Bronze accreditation, but on certain projects this will be FORS silver as per the risk profiling assessment carried out by each contract.

Costain remain fully committed to all of the developments of the CLOCS programme working as an active member of the partnership and its initiatives. Costain is also recognised as a CLOCS Champion as we work with industry to improve the management of road safety to create an environment free from harm.
