Governance

CLOCS operates to help all stakeholders address the risk to vulnerable road users through safer, leaner and greener construction logistics. To do so, we must work with our stakeholders and ensure we continue to serve their needs as well as those of the wider community affected by our activities.

CLOCS Secretariat

South East Centre for the Built Environment (SECBE) leads the CLOCS Secretariat and, alongside the primary task of upholding and developing the Standard to maintain its fitness for purpose, our aim is to grow adoption of the CLOCS Standard across the UK. Our experience and success with engaging and supporting leaders in construction to improve performance, adopt new processes and win work makes us the perfect partner to ensure a road safety culture and a common standard are embedded right through the supply chain.

The CLOCS Secretariat is responsible for implementation of the Standard and promoting industry awareness. Their role is also to support members with their implementation of CLOCS and develop resources, tools and supplementary guidance that help stakeholders raise standards within their organisations.

Transport for London

Development of CLOCS and the national Standard was sponsored by Transport for London (TfL) in response to research that showed that construction vehicles were responsible for a disproportionately high number of cyclist and pedestrian fatalities involving HGVs in London.

TfL made good progress in working with industry to embed the CLOCS Standard across the construction industry and has been particularly successful in its work with vehicle manufacturers to improve vehicle safety.

Strategy, Standards and Governance Board

The Strategy, Standards and Governance Board (SSGB) is made up of CLOCS members representing all stakeholder groups and provides balanced guidance, oversight and governance to the CLOCS team.

The SSGB informs, approves and reviews progress of CLOCS strategies, policies, and activities to ensure they remain appropriate and adequate to achieve the CLOCS mission. It ensures CLOCS remains progressive and pragmatic in addressing the shared ambition of ensuring the safe and efficient movement of construction vehicles.

Membership of the SSGB is rotated every three years and all CLOCS Members are invited to nominate a representative for consideration.
